“Walk-in” or “call-in” consultations are one of the services the DSO-NCR provides. DSO consultations are appropriate for:

  • Marines and Sailors facing punitive or adverse administrative actions such as nonjudicial punishment, summary courts-martial, “fast track” disposition packages, adverse entries into their OMPF, notifications of initiation of administrative separation processing, or other similar adverse administrative procedures; and
  • Marines and Sailors advised of their Article 31(b) rights and that elected to exercise the right to consult with counsel.

DSO-NCR maintains walk-in and call-in counseling hours each Tuesday and Thursday from 1300-1500 (Eastern Time).

Communications made in private to a DSO-NCR defense counsel are privileged. We have a strict set of rules that prohibit us from divulging what you tell us. This means that these communications cannot be introduced into evidence in a trial by court-martial. Additionally, our lawyers and enlisted support staff do not reveal whether a servicemember is currently talking to a defense attorney or has talked to an attorney in the past.

The MCB Quantico Branch Office is located at Lejeune Hall, building 3250.  Our walk-in counseling hours are Tuesday and Thursday from 1300 to 1500 on a first-come, first-serve basis.  Any exceptions to this rule will be addressed individually by the Senior Defense Counsel (SDC).  Commands and/or Servicemembers may contact the branch office in order to request alternative meeting times based on the availability and scheduling of the defense attorneys.

The DSO-NCR is in the basement of Lejeune Hall (Bldg 3250 Catlin Avenue, Quantico, VA). You can park in the unnumbered parking spots in the large parking lot behind and across the street from Lejeune Hall.  Cross the street and enter the building at its rear entrance (on the same side as where you parked).

When completing the intake, please be sure to include all applicable and relevant information about your circumstances. Upon completion of the intake form, it will automatically forward to DSO-NCR personnel.

BEFORE YOUR APPOINTMENT:  Whether your appointment is in-person or conducted remotely, you or your command will need to provide relevant documents before defense counsel will be able to discuss your case.  This may include the draft charge sheet (if any), administrative separation notification, or similar documents; draft Service Record Book entries, such as NAVMC 118(11) ("Page 11"); and a summary of the evidence that will be used at the hearing.  If a Marine or Sailor comes in for walk-in counseling and does not have any materials, a member of the DSO may contact the command in order to obtain those documents.  Without these required materials, the SDC may determine that the individual Marine or Sailor cannot be adequately counseled.
